Project Goals
The Woodland Crossing redevelopment is an ambitious mixed-use revitalization effort in Elkhart, Indiana, led by the City’s Redevelopment Commission. Located on West Hively Avenue within the Pierre Moran Redevelopment Area, the project envisions transforming an existing, underutilized shopping center into a dynamic, pedestrian-friendly neighborhood that integrating commercial, residential, and civic spaces.
The redevelopment area includes approximately 17 acres with a vision of reimagining the site to reflect the goals outlined in the City’s “Envisioning a New Pierre Moran” plan and the broader “We Thrive 2040” initiative, which underscores sustainable development, community connectivity, and economic diversity.
Suburban Infill
The commercial and retail development strategy at Woodland Crossing focuses on supporting both local businesses and promoting neighborhood needs. By combining the reactivation of existing tenant spaces with the construction of new buildings, the master plan ensures a balance between adaptive reuse and new development.
Simultaneously addressing adaptive reuse and existing tenant spaces enables a more flexible configuration, allowing responsive development that is sensitive to evolving market needs. Existing units are reimagined to accommodate a broader range of businesses, from retail shops and service providers, to co-working spaces and community-oriented uses.
Accessible Commercial Spaces
The master plan emphasizes infrastructure improvements, such as pedestrian pathways, bike lanes, and green spaces, to foster a walkable environment. Additionally, it seeks to activate existing retail spaces and provide new, modest retail opportunities that align with community needs, focusing on neighborhood-serving businesses and amenities that bolster local pride and economic resilience.
The combination of walkability, flexibility, and financial accessibility will attract diverse tenants that will meet the needs of local residents and begin activating the surrounding neighborhood.
